Scooter wheel

The bearings on my wheel seemed to disintegrate, I was very glad to find that a replacement was available. Quick delivery and easy to fit.

back wheel bushel/rubber grommet?

I have an old Oxelo town 9EF and the back wheel or actually the axle is moving from side to side so that the wheel is sometimes off centre. The axle seems to have a large rubber grommet on each end and this seems to be sliding in and out of position and the axle is moving with it but despite this seems in no danger of coming off entirely. I have looked at newer versions of this model and they don't seem to have these grommets. Any help as to how to fix this would be much appreciated.
